(MENAFN- Saudi Press Agency) Riyadh, June 12, 2022, SPA — Mohammad bin Abdullah Al-Jadaan, Minister of Finance and Chairman of the Board of the Government Expenditure and Project Efficiency Authority ( EXPRO), has launched two national guides which are, the National Project Management Guide and the National Asset and Facilities Management Guide. This was during a ceremony organized by the Government Expenditure & Projects Efficiency Authority on Sunday June 6, 2022.
As part of the efforts of government agencies that seek to unify and develop methodologies to control and govern affiliated infrastructure projects. The community has endeavored to implement the asset and equipment management transformation plan, as well as project management and the development of sustainable institutional solutions to prepare and launch these two guides to constitute the approved national reference. within the national project platform which operates according to an integrated project and installation management methodology.
During the launching ceremony of the two national guides, His Excellency gave a speech in which he stressed that these two guides would be dependent on the efforts of government agencies and their efforts towards excellence at the institutional level. As it increases the efficiency of capital expenditures and operating projects since it is high-quality infrastructure on which rests the foundations of our thriving economy and the well-being of citizens and residents.
Al-Jadaan added that “these accelerated steps in the area of ​​quality and sustainability in the management of projects and public services are only part of a larger and broader process aimed at achieving efficiency. spending and quality of government projects, to ensure the greatest impact on government spending on capital and operating projects,” noting that “we look forward to today, after the launch of this methodology integrated, through our partners in all government agencies, to activate these two guides in continuous practices that all parties and partners active in the construction and operation of the infrastructure of the Kingdom of Saudi Arabia undertake to accelerate access and sustainability of services to citizens and residents; Bearing in mind the supreme objective, which is the sustainability of the Kingdom’s economy and the service of his people.
For his part, the CEO of the Government Expenditure & Projects Efficiency Authority (EXPRO), Eng. Abdul Razzaq bin Subhi Al-Aujan, said: “These two guides have been prepared in accordance with local and international best practices and standards. They have been placed under the supervision and monitoring of distinguished national skills and expertise, which contributes to improving and increasing the efficiency of operating expenses and consolidating the quality of the services rendered. Work has been done to build the scientific content of the two guides based on rich national and global experiences for the management of infrastructure projects in all its stages, covering the entire project life cycle from the planning and construction, through the contracting stages. and purchasing, and operations and maintenance with initiatives to increase spending efficiency in partnership with government agencies. »
Al-Aujan added: “As part of this approach based on supporting projects, assets and facilities in partnership with government agencies, some government agencies have managed to achieve rapid implementation of government projects of 40%, which is equivalent to (6,085) days, and also managed to achieve a financial impact of (120) billion riyals in the year 2021, which are the amounts that were redirected to priority projects and of development to achieve the goals of Vision 2030. Although this resulted in the initiative to localize operation and maintenance contracts, providing more than (100) thousand job opportunities to young Saudi men and women. also trained more than 1,845 trainees under the same initiative, in addition to training 1,844 trainees in the field of assets and facilities in government agencies.And he helped government agencies to implement e in place (194) spending efficiency teams resulting in a financial impact of (39) billion riyals.
The National Guide to Project Management comprises 16 volumes, each specializing in a specific project management function, which helps public authorities plan, implement and move from one phase to the next. It starts from the registration phase of the project to the delivery phase and the final closing, it goes through the stages of establishing, finalizing and managing the structure, as well as the precise technical stages of planning, design , implementation, operation and maintenance.
The National Asset and Facilities Management Guide consists of 17 volumes, each of which relates to a specific asset and facilities management function and includes local and global best standards and practices for accomplishing those functions. It also covers 6 major areas of government assets and efficiency, as well as improving the efficiency of assets and facilities. The guide is considered the first technical reference of its kind at the national, regional and global levels in the field of providing guidance and advice to public authorities on how to make optimal use of asset management resources and facilities for each entity.
