Project Management Specialist (Strategic Information/Health Information Systems) – Uganda

USAID/Uganda is seeking qualified candidates for the position of Personal Services Contractor (PSC) – Project Management Specialist (Strategic Information/Health Information Systems).

The position of Project Management Specialist (Strategic Information Systems/Health Information (SI/HIS)) is located in the Office of Health and HIV/AIDS (OHH), USAID/Uganda. OHH is USAID/Uganda’s largest technical office and most complex bilateral health programs. Currently, there are six technical units: 1: Health System Strengthening (HSS) Unit, 2: Presidential Malaria Initiative (PMI) Unit, 3: HIV and Tuberculosis (HIV/TB) Unit, and its PEPFAR-sponsored activities, 4: Family Health Unit (FHU), 5: Strategic Information Unit (SI), and 6: Global Health Security Program (GHSA) and Emerging Pandemic Threats Unit. The OHH team is led by a U.S. Foreign Service officer who reports directly to the Mission Director.

The role of the IS unit is to support program management and evidence-based decision-making across the health portfolio by collecting and analyzing data and information and advising management and OHH technical units on program planning and monitoring, evaluation, reporting and learning (MERL) .

The Specialist advises on the development of IS/SIS strategies and programs to support the Government of Uganda (GOU) Health Information and Digital Health Strategic Plan; monitors SI/HIS activities in close coordination with GOU counterparts, USG (USG) interagency colleagues, development partners, and other key stakeholders; oversees REMF for designated OHH units, with particular focus on family planning, maternal and child health, HIV/TB, and COVID-19 vaccine data management; provides management oversight and technical assistance to OHH contractors and grantees; and supports cross-cutting programs, policies and evaluations to ensure proposed SI/HIS strategies and programs align with Agency, Embassy, ​​Mission and host country priorities.

The position is non-supervisory and the specialist reports to the SI Unit Manager.

  1. EDUCATION

A master’s degree in public health; Epidemiology; biostatistics; development studies; Public administration; Business Administration; Management; Statistics; Sociology; or another field closely related to development, with a focus on M&E or SI, is required.

  1. PREVIOUS WORK EXPERIENCE

Seven (7) years of experience including developing results frameworks, performance indicators and PMPs; track, maintain and report on multiple sets of indicators; conduct baseline studies, assessments and/or evaluations; conceptualize and manage research, perform data analysis and disseminate research results; work in collaboration with host country counterparts at nationalized and decentralized levels; and provide programmatic oversight of development activities.

This experience must be acquired within a multilateral or bilateral organization, and/or a development organization in a developing country.
