Senior Executive Position, Learning Technologies and Systems (IT Project Management) at SINGAPORE UNIVERSITY OF SOCIAL SCIENCES

job description

The appointee will work with the team to test, deploy and manage the adoption and maintenance of a one-stop electronic service system known as the TAELENT platform at the Institute for Adult Learning.

Main responsibilities

  • Be the bridge between product owners, business users and the technology development team to support the development and deployment of TAELENT in the right direction to achieve business goals
  • Work with product owners to translate business and user requirements into well-defined and clear technical specifications that are logical and understandable for the technology development team to ensure correct deliverables and resolve any issues that may arise
  • Develop and execute project plans; identify tasks, priority, schedules, specifications, improvements, risks and contingency plan
  • Prepare detailed flowcharts (workflow, activity, sequence diagrams), describing systems capabilities, technical algorithms and processes in accordance with SDLC waterfall and agile guidelines
  • Plan collaboration and facilitate successful integration between different systems
  • Manage and schedule required testing and participate in TAELENT testing which would include end users and vendor
  • Produce accurate and detailed project/test reports and presentations to update milestones and project status to management in a timely manner
  • Track and document project deliverables to effect disbursement of necessary funds
  • Maintain a close relationship with stakeholders to understand and communicate their needs and participate in the validation of solutions
  • Perform and/or support any other roles and responsibilities, including cross-divisional projects, that may be assigned by the Immediate Reporting Officer and/or IAL management

Job requirements

  • Advanced degree in Information Technology, Computer Science or Computer Engineering, preferably with at least 3-5 years of relevant work experience in infrastructure, Linux/Windows systems administration
  • Strong technical knowledge in web application development (with full SDLC methodologies such as Waterfall, Agile, etc.), programming languages ​​(.NET, ASP.NET, Java, J2EE, Spring, HTML5, JS, CSS) and cloud services (Microsoft Azure, Amazon Web Services, or other cloud service providers) with experience operating cloud architecture and
  • Highly articulate with excellent communication and interpersonal skills to be able to gather and succinctly translate business requirements into technical specifications, manage diverse points of view and seek consensus through open discussion
  • Strong project, resource and change management skills to manage work requests and deliver high quality work on time
  • Strong sense of problem solving, critical thinking, logical/analytical skills and process improvement
  • High learning agility, able to work under time pressure and highly adaptable to thrive in a fast-paced environment
  • An entrepreneurial spirit to do things better, be open to possibilities and be able to overcome technical, political and organizational obstacles that may emerge
