The need for an effective project management system stems from the growing need to work in a results-oriented manner and to be able to monitor and document results (which are more than mere objectives), both qualitative and quantitative. . Development practitioners around the world are looking for interventions that are effective and lead to concrete change as there have been growing demands to do more with less, to become catalysts of change in the communities they serve to deliver the project in the on time, within budget and with the quality not only expected but also demanded by donors and recipients.
The recent amendment to the Companies Act requiring companies with an average CSR obligation of Rs.10 crore or more to undertake an impact assessment through an independent agency for CSR projects with expenditure of Rs.1 crore or more and to be completed within one year of completion of the impact study. The move aims to create clear metrics for assessing the impact of CSR activities by shifting the focus from spending alone to impact assessment and improving the quality of CSR projects while enhancing accountability and transparency. .
